SEC says Vols' onside kick vs. Texas should have been penalty

An onside kick during last Saturday's Tennessee-Texas game that gave the Volunteers the ball with a chance to either tie or go ahead should have resulted in a penalty and retry of the kick, the SEC said on Monday.
